Add character to the location

Location tavern = LocationComplex.Current.GetLocationWithId("tavern");
locationCharacter.SpecialTargetTag = "sp_notable";   // enforce where to place it
tavern.AddCharacter(locationCharacter);

If character is in another location, it is removed from the old one. No duplicates are created.
